General Assembly

The General Assembly of Members is the superior authority of the Chamber taking decisions on all issues within the scope of its activities, resulting from execution of the statutory objectives. The General Assembly may be ordinary or extraordinary.

The Ordinary General Assembly:

  • An ordinary General Assembly concerning reporting and election issues is convened by the Council of the Chamber every fourth year in the second quarter of a given year,
  • An ordinary General Assembly concerning reporting issues is convened by the Council of the Chamber every year in the second quarter of a given year, except for the years when a General Assembly concerning reporting and election issues is convened, 
  • The Council of the Chamber notifies all members about the date, venue and the agenda four weeks before the date of the General Assembly.

The Extraordinary General Assembly:

  • The Extraordinary General Assembly of Members should be held not later than within four weeks from the date of filing a motion concerning its convocation and debate the matters for which it was convened,
  • The Extraordinary General Assembly is convened at the initiative of the Council of the Chamber, on the basis of a motion of the Audit Commission or 1/5 of the members of the Chamber.

The powers of the General Assembly include:

  • approving the agenda, 
  • adopting long-term programmes for the activity of the Chamber, 
  • electing the Council of the Chamber, the Audit Commission and the Peer Arbitration Body,    
  • processing appeals against decisions of the Council of the Chamber concerning deletion of a member,
  • adopting rules and regulations for the work of the Chamber, 
  • analysing reports on the activities of the Council of the Chamber, the Audit Commission and the Peer Arbitration Body and adopting resolutions on the matters presented by the authorities,    
  • acknowledging the fulfilment of duties by the Council of the Chamber at the motion of the Audit Commission, 
  • adopting amendments to the Articles of Association, 
  • adopting other resolutions not exceeding the powers of other authorities of the Chamber, 
  • determining the amount of the registration fee, the amount of the membership fee and a method of their revaluation, 
  • adopting resolutions concerning dissolution of the Chamber.
